The required Engineering Services shall include but not necessarily limited to the Following:
1) Study carefully to design, prepare layouts and plans for 400kV Al Jazzier Grid Station works within the plot size allocated.
2) Carry out OHL/cable capacity calculation for OHL/cables using internationally accredited software. The current rating of OHL and underground cables shall be according to the technical requirements and shall be approved by OETC.
3) Prepare outline design report and advice the Client on best alternatives of the layout of substations, OHL & cable routes.
4) Specify cable type, necessary mechanical protection, sealing end and surge box for earthing arrangements Surge Voltage Limiters (SVL), mechanical cable entry, sealing, etc.
5) Propose design solutions (i.e galvanization) for all assets which will be impacted by corrosion for coastal areas highly affected by humidity.
6) Advise the Client as to the special investigation of sub-soil conditions, floods, tide or weather and arrangements for boring tests, trial pits, test piling, models or other investigations agreed to be necessary.
7) Coordination with any other Consultant appointed by the client or any other Ministries and Authorities regarding engineering matters related to the works.
8) The required modifications in the preliminary drawings and estimates of the works required as a result of the aforesaid consultations as may be approved by the Client.
9) Propose optimized, digitalized and innovative Grid Station design, considering latest technologies in all aspect. The consultant shall study and purpose ideas that can reduce the auxiliary consumption.
10) Study, Design and propose solar panels implementation within the grid station.
11) Preparation of preliminary drawings including OHL route, gantry arrangements (if any), layout plans, and proposed site facilities, engineering documents, cost estimates and outline design report for the client’s approval.
12) Conduct a design review workshop involving participants from OETC and any concerned companies. The consultant shall issue a design review package including the equipment layout drawings, the Grid Stations layout drawings, the OHL/cable routes drawings, the protection scheme drawings, the single line diagram drawings, the telecommunication and SCADA / SCS drawings, technical specification and any other related documents within two weeks in advance to OETC to be distributed to all participants.
13) After incorporating all accepted comments raised during the design review workshop, prepare Draft Tender Document for Client’s approval.
14) Upon approval of Draft Tender Documents as stated in Item (15) above, prepare Final Tender Documents including Drawings, Specification and Bill of Quantities to enable the Client to float tender. The tender documents shall comprise at least three volumes:
a. Prime documents including price schedules.
b. Technical specification.
c. The drawings.
15) During Tendering Period, reply to questions and /or clarifications received from the Tenderers by issuing Addenda or Circular Letters and arrange for site visit with the Tenderers.
